I have a suspicion about a lack of licenses, too, but no proof.
Also they often sport limited edition plates - but with lacking numbers.

Like BoS, the concept seems to be a "surprise news" tactic, the opposite of year long announcements and frustrating waiting times.
Also, they use this to overtake established makers with (usually inferior) models (TRI...).
Without giving other makers the option to do so likewise.
